Mixed Use Rental Assistance Loan (MURAL)

The Mixed Use Rental Assistance Loan (MURAL) program assists Urban County communities that have County-approved Improvement Target Areas to provide funds for repairs and renovations in apartments located over street-level retail stores. The Cuyahoga County Department of Development administers this program, using federal Home Investments Partnerships Program funds.

How to Apply

Participating communities will distribute applications to eligible property owners.

A standard utility allowance for tenant-paid gas, electric, water, or sewer bills must be deducted.

Repayment Terms

  • Standard rental property loan terms are 2% interest, fully amortized over a 15-year loan term.
  • Loan payments and interest will be deferred for 5 years, and half the loan principal will be forgiven after 5 years, if household income and rent limits listed below are met for 5 years.
  • Loan will be due and payable in full if the income or rent limits are not met for 5 full years. Tenant income and rent limits as of April 2003 are listed on the next page. Limits are subject to change.

Funds for Apartment Renovations

  • Up to $15,000 per unit is available for renovations to apartments over street level stores.
  • Funds are used to correct code violations and make other needed repairs or improvements.
  • Priority is given to completed Storefront Renovation Program retail locations.

Requirements

  • Buildings must have 11 or fewer residential units over street level retail space.
  • Repairs must be approved in advance and inspected before payment when work is complete.
  • Funds will be paid directly to contractors for completed and inspected work items only.
  • All assisted units must be occupied by income eligible households, at or below rents listed.
  • Credit of property owner and value of rental property must be acceptable for underwriting.
