Section 3 Program
Section 3 of the Housing and Urban Development Act of 1968 requires that employment and economic opportunities generated by construction projects funded by HUD shall, to the greatest extent feasible and consistent with existing Federal, State and local laws and regulations, be directed to low and very low income persons and to business concerns providing economic opportunities to low and very low income persons.
Cuyahoga County approved a Section 3 Compliance Plan on December 7, 2006.
Qualified businesses may apply to Cuyahoga County for Section 3 certification. Because of an agreement between CMHA, Cuyahoga County and the City of Cleveland, if your business is certified by any one of these organizations, your business will be listed as Section 3 certified with the other two.
Cuyahoga County will maintain a list of Certified Section 3 businesses for communities and contractors to use in order to meet their requirements for HUD funding.
